The International Red Cross and Red Crescent Movement consists of the International Committee of the Red Cross (ICRC), the International Federation of Red Cross and Red Crescent Societies (IFRC), and 191 National Red Cross and Red Crescent Societies, where the Swedish Red Cross (SRC) is one such National Society. Together this is the world's largest humanitarian network and its work is guided by its seven Fundamental Principles. The Red Cross Red Crescent mandate and the overall goal is to save lives and sustain human dignity for people in long-term protracted humanitarian crises, armed conflict, and disasters.
SRC is a Swedish organisation - Sweden’s National Red Cross Society and is an active member of the IFRC. SRC also works bilaterally with other National Societies in emergency operations and long-term development projects, and does so by contributing financially and with thematic expertise such as eg. Green Response.
Green Response is a Red Cross and Red Crescent Movement-wide concept to ensure that the humanitarian response and recovery operations do not cause harm to local environments and to minimize the contribution to further climate change. It is a way in which SRC approaches its work to improve the environmental outcomes and overall sustainability of humanitarian assistance. Through Green Response, SRC works to minimize the harm caused to the local environment as well as reduce the global impact of the carbon emissions generated by operations and programmes supported by SRC. SRC also seeks to adopt innovative solutions to have a positive impact on sustainability.
SRC is looking to establish framework agreements with qualified consultants to support SRC and its Movement partners with expertise in the humanitarian sector to provide research, data collection, advice, and capacity building on the following topics:
An established framework agreement will be used as the foundation upon which to issue future consultancy contracts. Detailed deliverables and timelines will be defined in the specific terms of reference for each consultancy assignment. Note that the establishment of a framework agreement with SRC does not constitute a guarantee of work.
N.B. Given the vast scope of this consultancy, SRC invites all interested candidates with relevant and proven expertise to submit a proposal for the framework agreement covering all the requisite information mentioned in the annexed terms of reference.
Swedish Red Cross will engage a number of consultants over a four-year period. Each year or project cycle, consultants will be contracted for specific durations. The prices offered in their proposals, which will remain valid for four years, will apply throughout the project timeframe. The initial Terms of Reference are not fixed and may be reviewed and modified from time to time at the discretion of the procuring authority. Any updates will be shared with the enlisted consultants before the contract is awarded for a specific duration within the four-year contract period.
